Ocean and Lakes Policy Analyst 1
An Ocean and Lakes Policy Analyst 1 is responsible for assisting local, regional, State and federal agencies to integrate improved management measures for the ocean and Great Lakes into agency decision making, staffing and funding programs. The incumbent drafts and analyzes legislative, regulatory and budget proposals; analyzes technical reports on offshore uses and resources; tracks federal, regional, and State policy developments related to offshore uses and resources; develops reports, briefings, speeches, presentations and other documents; develops and implements offshore spatial use plans for sectors of the Atlantic Ocean and the Great Lakes including:
energy, offshore habitats, fisheries, waterborne transportation, navigation safety, and tourism-based economies; identifies and maps spatial data including ocean uses and biotic conditions; identifies and develops technical requirements for projects and designs; prepares requests for proposals to obtain scientific, economic or other expertise to augment internal capacity to ensure successful outcomes; ensures effective mechanisms are developed to implement offshore spatial-use plans and engage appropriate stakeholders, including nonprofit and private sector interests, in developing use plans for the ocean and Great Lakes; develops collaborative relationships within New York and among the Mid-Atlantic states to address existing and emerging threats to ocean health; and identifies and builds constituencies to participate in and support new and emerging ocean policies. Local and statewide travel is required.

From $73284 to $92693 Annually
Minimum Qualification
Permanent Appointment:
Reachable for appointment from the Ocean & Lakes Policy Analyst 1 eligible list. Provisional Pending Examination Appointment:
Bachelor's degree in biology, coastal biology, coastal management, ecology, ecosystems management, environmental policy, environmental science, geology, limnology, natural resources management, ocean sciences, oceanography, resource economics, or watershed management; AND three years of full-time professional experience in developing and analyzing policy, developing strategies, and implementing programs dealing with environmental issues related to ocean and lakes on a regional, state, or national level. Experience must have included resolving differences among stakeholders through consensus and partnership building; evaluating programs, regulations, and laws; AND coordinating the implementation of multiple programs and projects. A master's degree in one of the above fields may substitute for one year of the general experience. Degrees in other fields will NOT be substituted in lieu of the specific specialized degrees listed above. Experience obtained during an internship or as a student assistant or graduate assistant is NOT considered professional experience. NON-QUALIFYING

Work with ponds, rivers, streams, marshes, wetlands, etc.; working with fisheries; land protection in coastal areas; Superfund and PCB clean up on rivers; or watershed assessments.Estimated Salary: $20 to $28 per hour based on qualifications.
